Can be be charged for scolding someone 'chee bye'?

In the newspapers today, the Everitt Road neighbours spat:
The daughter was given police summons for 'behaving in an insulting manner'. What she do? She call the ppl 'masturbation expert' and faked masturbation in front of them (I think).

Hmm. So I guess if you really go up and scold somebody chee bye among other things it is possible to be charged? Criminal offence even. Wah good sia. Can earn some quick bucks liao.
