Some figures
In the NUS graduates of 2005:
No. of 1st class honours in Chem./Mech. Engine, or Computer Science: 20 + (per course, not total)
No. of 2nd class honours: Lazy to count. I think is more than 40 like that per course.
No. of 1st class in Psychology: 3.
2nd class: 20+.
For somebody who says he wants 1st class in Physics--
No. of 1st class in Physics: 4.
2nd class: 10. (no joke)

Eh i don't think there is actually a quota for the number of people who can get first or second class honours, its more like these are the number of people who actually got the minimum grades required for their modules and for their thesis and honours project to get the honours. So if more people can get the minimum grades there can actually be more 1st and 2nd class honours. But the numbers do reflect the difficulty in getting them i guess.
