Romeo and Juliet are in love with each other. However Juliet being a nutjob, ignores Romeo when he pursuits her. However when he feels like giving up, Juliet starts to pay more and more attention to him. Hence you would say that Juliet loves Romeo more when he ignores her. Romeo on the other hand like most normal people reciprocates Juliet's love for him.
